An owner's representative is an independent professional who acts for the owner — not the contractor, not the designer — during a construction project. The rep reviews scope, bids, schedules, change orders, and quality, and documents the project so the owner isn't negotiating from ignorance.
Owners hire reps when the project is large relative to their experience, when they can't be on site, or when a project has already gone sideways. Change-order review alone frequently recovers the fee.
