Hawaiʻi regulates the practice of engineering. In general terms, work that involves engineering design, analysis, or judgments affecting public health and safety — structural calculations, stamped plans, many permit submittals — must be performed or supervised by a Hawaiʻi-licensed professional engineer. Construction trades are separately regulated through contractor licensing.
Plenty of valuable technical work does not require a license: condition documentation, troubleshooting, data collection, maintenance coordination, procurement, and project management, among others. The line depends on the specific scope, and it is not always obvious to a customer.
